Job Purpose
We have an exciting opportunity for a Health and Safety Manager to help deliver a proactive, high-quality health and safety service across the council and its 15 schools, making sure people, places and processes are safe and well managed. You will support the Health and Safety Manager, advise head teachers, directors and managers, and carry out audits to check that policies and procedures are being followed. You will work collaboratively, role‑modelling the council’s values and helping to build a positive, continuously improving safety culture.
Hybrid working - Must be on site 3 days per week.
Your new role
- To advise Management Team and Departments of pertinent changes to UK and European legislation and ensure the Authority is in compliance in all areas.
- Advise Members, Chief Executive, Chief Officers and Service Managers on H&S matters as and when required
- Manage and develop the Corporate Occupational Health contract to ensure that the Council receives a service to the highest possible standard, this includes stress related illness and financial counselling
- To contribute to the development of effective business partnerships in relation to health and safety through establishing good customer relationships, organising and delivering good services and appropriate advice and by regularly monitoring and reviewing performance.
- To assist the Health and Safety Manager in achieving high quality service delivery and meeting agreed deadlines.
- To contribute to the continuous improvement and effective monitoring of health and safety policies, systems and procedures so that best practice is achieved.
- To undertake health and safety audits and Radiation Protection Officer Audits, having regard to standards and policies required by legislation, regulations, the HSE and other relevant bodies.
- To undertake project and research work on health and safety issues to support corporate and service requirements.
- To plan, organise and deliver training courses to support the effective delivery of health and safety services in the Council.
- To support and attend council Health and Safety Committees and the Building Compliance Committee.
What you will need to succeed
- Relevant Health and Safety qualification i.e. IOSH Chartered Member and NEBOSH Diploma Part 2 or equivalent Degree.
- Post graduate or relevant knowledge and experience.
- Experience, evidenced by a record of success, of managing a significant health and safety function or service in a large multi-disciplined organisation with comparable scope, budgets and resources
- Experience of maintaining partnerships and productive working relationships within a complex policy and service environment with senior managers and councillors, schools, and a wide range of other bodies, such as partner organisations, communities, public agencies and statutory bodies.
- A proven track record of analysing and providing advice and guidance on local government health and safety issues including legislative change and horizon scanning.
- Ability to meaningfully contribute to strategic decision-making, including making evidence-based decisions in a fast-paced environment.
- Ability to facilitate change, developing productive and collaborative ways of working with colleagues and stakeholders, leading and motivating others to achieve continuous improvement.
- Demonstrates an awareness of the Values and behaviours expected from Slough Borough Council to promote a positive working environment and culture.
- Strong knowledge of the issues facing local government and those relevant to service/functional responsibilities, together with the legal, financial and political context of public sector management and the statutory responsibilities of this post.
- Ability to deploy relevant business techniques including project, programme and change techniques, research methodologies, KPIs, standards.
- Wide understanding of health and safety planning and techniques and their application in a budget setting scenario.
- Ability to lead, motivate, enthuse inform and develop people, both within the team and those in other departments.
- Effective presentation, communication and interpersonal skills.
- Effective and demonstrable commercial and financial skills.
- A commitment to equality and diversity.
- Understanding of Health and Safety legislation and good practice and how it relates to themselves and others in the workplace.
